Blue and white construction paper; 2½ popsicle sticks; pipe cleaner; scissors; and glue
I cut wings and a face (drawing eyes and a smile), then split one popsicle stick in half. My toddler glued the wings, face, popsicle sticks, and pipe cleaner onto the blue paper.
